Normative and reference material needed to understand, implement and test Responsibility Infrastructure is publicly available. Development records and controlled supporting material are identified separately.

Publication model

Open where interoperability requires it.

The public corpus contains material required to understand, implement, test and make a published conformance claim against the interoperability layer. Development records remain visible by identifier and status without being treated as issued requirements. Evaluator or assurance material not required for independent implementation may remain controlled.

Interoperability publications

These publications form the public interoperability surface and may be reviewed without an access request. The protocol test suite is public because independent implementations need a common basis for testing.
